The Vaults page has a emboldened statement that it's an OOC resource. Every other pertinent page also has a statement making it clear it's basically for the Indigo Ajah alone.
Addendum: Just to be clear, you only need permission from an Indigo, not a PC Indigo. And you may be supervised. This wasn't any attempt to say "You have to go through me, OOC, to do something Vault-related."
